Overview

The Environmental Compliance Inspector (ECI) works under the supervision of the District's designated Chief Plant Operator for the Pretreatment Program, the Lead Water Operator for the Cross Connection Control Program, and the General Manager for the Solid Waste Collection, Recycling, and Organic Waste Recycling Program. This role is tasked with implementing and enforcing key District initiatives. The position may involve weekend work and rotating on-call duties.

Requirements

Candidates must satisfy the following minimum criteria to be considered:

  • Education and Training: A High School diploma or equivalent is required. Two years or more of college or vocational/technical training in a related field (such as Construction Management or Environmental Sciences) is preferred.
  • Minimum Licenses/Certifications:
    • CWEA Environmental Compliance Inspector Certificate, Grade One.
    • Valid California D-1 Water Certificate.
    • Valid Wastewater Treatment Operator Grade One or higher certificate.
  • Preferred Licenses/Certifications: Valid California Water D-2 and T1 or higher certificates; Environmental Compliance Inspector Grade Two or higher; CWEA Collections System Maintenance Certificate; Backflow Prevention Device Tester Certificate.
  • DMV License Requirement: Must possess and maintain a valid Class "C" California Driver's License with an acceptable driving record.
  • This is a safety-sensitive position, requiring pre-employment drug screening and ongoing testing per the District Substance Abuse Policy.

Primary Duties and Responsibilities

  • Pretreatment Program: Implement and enforce regulations through wastewater discharge permits. Tasks include conducting on-site inspections, serving as the primary contact for dischargers, preparing and enforcing permits, reviewing reports, performing sampling, and submitting required documents.
  • Cross Connection Control Program: Implement and enforce by performing site inspections, coordinating with customers to ensure devices are properly functioning and certified, and applying the Enforcement Response Plan when needed.
  • Solid Waste, Recycling, and Organic Waste Recycling Program (SB 1383): Implement and enforce to maintain regulatory compliance. Responsibilities include coordinating with contract service providers to inspect waste streams and executing the Enforcement Response Plan.
  • Other Duties: Carry out assigned tasks for the Sewer Department (e.g., monitoring operations, sampling, lab work, maintenance) and the Water Department (e.g., distribution system maintenance, water quality testing).
